Recovery Residence Association

We have developed the most widely referenced national standard for the operation of recovery residences. NARR and these organizations collectively support over 25,000 persons in addiction recovery who are living in over 2,500 certified recovery residences throughout the United States. (a) A provider shall coordinate with other existing providers in its services to render care to the individuals in recovery residence/residential substance use disorder service program as set forth in the program requirements.

  • “Recovery residence” means a residence aimed at assisting individuals with treatment for substance abuse.

Oxford House is a 47-year old model for democratically self-governing, financially self-supporting recovery residences for individuals with substance use disorders. They are gender-specific homes with no time limit on residency which allows for the development of long-term sobriety. They operate in compliance with the requirements of the Oxford House Charter and System of Operations found in the Oxford House Manual.

These residences allow residents to use prescribed medication for physical health, mental health, and substance use disorders. A series of studies on Oxford Houses suggest they promote a host of positive outcomes at substantially lower costs compared to standard continuing care after residential treatment. These outcomes include not only substantially better abstinence rates, but also increased rates of employment and lower rates of criminal recidivism. Also, among recovery residence members, more 12-step mutual-help participation and lower levels of drinking and drug use in one’s social network predict better substance use outcomes and lower likelihood of arrest over time.

Peer Review & Accountability

Recovery houses – in which multiple adults live in a shared space, sometimes with supervision – are designed to be an antidote to that isolation. In order to be considered for renewal, the recovery residence/ residential substance use disorder service program must be in substantial compliance with the reporting requirements of this section. (a) An owner or operator of a recovery residence/residential substance use disorder service program who disagrees with the final administrative decision may, within 30 days after receiving notice of the decision, appeal the decision to the department’s board of review. The National Alliance for Recovery Residences (NARR) is a 501-c3 nonprofit organization dedicated to expanding the availability of well-operated, ethical and supportive recovery housing.

“License” means the document issued by the Bureau authorizing the residential substance use disorder service program to operate. “Fixed site” means a building or single location where residential substance use disorder services are provided. “Core services” means the primary services a substance use disorder service program undertakes in order to service its clients. They must have a kitchen where people can cook, a place for sharing meals, and a communal space, like a living room.

(c) No circuit court has jurisdiction to consider a decision of the board if the petitioner has failed to file a request for review with the board of review within the time frame set forth in this article. (c) The director shall receive a request for reconsideration within 30 days after the date of the bureau’s decision. “Staff” means anyone who provides substance use disorder services on behalf of a licensed program. “Location” means a site within the service area of a local health department.
